GCC regional cooperation and security meetings
Overview
In October 2026, Gulf Cooperation Council (GCC) member states held high-level meetings in Bahrain to address regional cooperation and security.
Initially, GCC labour and human resources ministers convened for the 12th meeting of the Labour Ministers Committee to discuss labour market development, technological changes, and digital transformation.
Following this, the ninth ministerial meeting of the GCC-Russia Strategic Dialogue took place in Manama. During this session, GCC Secretary-General Jassim Al-Budaiwi addressed significant security threats, including Houthi militia strikes and Iranian attacks involving ballistic missiles and drones. Al-Budaiwi highlighted that since February 28, 2026, Iran has launched over 7,000 ballistic missiles and drones targeting GCC infrastructure, such as airports, ports, and desalination plants. He specifically cited an October 10 attack on King Khalid International Airport in Riyadh that caused 12 deaths.
In response to these regional tensions, the GCC advocated for diplomatic solutions. Russian Foreign Minister Sergey Lavrov expressed support for Arab-led peacebuilding efforts to prevent a large-scale war in the Middle East. Lavrov proposed a collective security approach involving direct dialogue between GCC countries and neighbors like Iraq and Jordan. He also noted that bilateral trade between Russia and the GCC grew by 44 percent in 2025, emphasizing the link between economic stability and regional security. The dialogue further addressed efforts to ensure freedom of navigation in the Strait of Hormuz and the Bab el-Mandeb strait, alongside initiatives for regional economic integration and industrial competitiveness.
During the summit, officials emphasized the protection of global energy supplies and vital maritime chokepoints. Additionally, Saudi Foreign Minister Prince Faisal bin Farhan met with Jordanian Foreign Minister Ayman Safadi to discuss the impact of Houthi militia attacks on Saudi Arabian civilian infrastructure, reaffirming a commitment to close coordination to mitigate regional conflict repercussions.
