Reports indicate a significant rise in gender-based violence and sexual abuse across various regions in Peru. In the Condorcanqui province, an Organization of American States (OAS) mission identified sexual violence against girls and adolescents as a structural issue driven by state neglect and institutional fragmentation. Indigenous leaders from the Awajún and Wampis communities have described the situation as an “epidemic” and a “pandemic,” noting that social tolerance toward such violence remains high in certain areas. Broadening the scope, authorities in the Huancayo region have recorded over 1,700 complaints of aggression and hundreds of sexual violations. Prosecutors have noted an increase in femicide cases, rising from seven in 2023 to twelve in 2025. In response to these trends, judicial authorities in Loreto are working to implement inter-institutional protocols to improve coordination between the police, the judiciary, and local governments to better protect vulnerable victims. Specifically, the Superior Court of Justice of Loreto is implementing an inter-institutional protocol to combat femicide and high-risk domestic violence in San Juan Bautista. In the Huancayo region, the Public Ministry has reported 1,718 complaints of aggression against women and family members, alongside 348 cases of sexual freedom violations, noting a continued increase in femicides compared to previous years.
