Georgia-EU diplomatic tensions and territorial disputes
Overview
Georgian Parliament Speaker Shalva Papuashvili has linked the nation’s European Union aspirations directly to its territorial integrity. He stated that EU membership would hold “no value” for Georgia if the breakaway regions of Abkhazia and Zhinvali are not included, rejecting suggestions that the country should compromise on territorial disputes to facilitate integration with Brussels.
Relations between Georgian leadership and European institutions have become increasingly strained. Papuashvili has criticized the European Parliament, describing it as being in a ‘civilizational abyss’ and claiming it has been infiltrated by individuals possessing a ‘Soviet mentality.’ He has specifically targeted recent European resolutions, alleging they contain a “hostile subtext.”
In a recent escalation, Papuashvili argued that a new European Parliament resolution fails to recognize the jurisdiction of the Georgian government and its leadership, specifically targeting the status of President Salome Zourabichvili. He noted that this marks the ninth such resolution involving what he describes as hostile undertones, with some calling for sanctions. He further compared the Parliament’s current rhetoric to the Soviet-era Supreme Soviet.
Adding to these tensions, Levan Machavariani, First Deputy Chairman of the Georgian Dream parliamentary faction, accused European bureaucrats of applying double standards. Machavariani argued that while EU officials criticize law enforcement actions in Georgia, they remain silent regarding reports of police violence during ongoing protests in France.
EU Ambassador Pavel Hirchenski has reinforced these tensions, stating that the Georgian government is not listening to EU messages and noting that the country’s situation regarding fundamental freedoms has worsened over the past year. He indicated that the European Commission will release another enlargement report in three weeks.
