Georgian Dream party leadership and political tensions
Overview
Bidzina Ivanishvili, the billionaire founder and honorary chairman of the ruling Georgian Dream party, made a rare public appearance on October 17 to chair meetings of the party’s political council and parliamentary majority. Prime Minister Irakli Kobakhidze reported that these sessions addressed domestic and foreign policy, as well as economic processes. During these meetings, Ivanishvili reportedly expressed “heartache” regarding imprisoned former teammates, though a party statement claimed that corruption challenges within the team had been “fully and effectively” overcome.
Speaker of the Parliament Shalva Papuashvili has defended the party against allegations of informal governance, asserting that Ivanishvili holds a mandate as the honorary chairman. Papuashvili also addressed international relations, stating that Georgian national interests may conflict with European Union interests, suggesting that ‘pro-Europeanism means anti-Georgianism and pro-Georgianism means anti-Europeanism.’
Legal efforts to restrict political competition have intensified. The Georgian Dream party has moved to the clarification stage of a petition to the Constitutional Court seeking to ban five opposition parties. Party member Archil Gorduladze argued during hearings that these groups engage in “continuous, illegal, and extremist actions” and refuse to recognize the legitimacy of constitutional bodies, citing a 2009 European Court of Human Rights ruling on a Spanish political party as precedent.
During these proceedings, National Movement member Zaza Bibilaishvili questioned the impartiality of the court, specifically regarding the recusal of judge Manana Kobakhidze due to her past political ties to Bidzina Ivanishvili. Constitutional Court Chairperson Revaz Nadaraia cautioned Bibilaishvili during the exchange.
