Spahn Resignation Fuels CDU/CSU Leadership Scramble

Jens Spahn formally stepped down as chairman of the CDU/CSU parliamentary group on 18 July 2026 after it emerged that he and his partner used a U.S. gestational surrogacy service, contravening Germany’s anti‑surrogacy laws and the party’s own ban.
