German consumer advocacy regarding digital tipping

Overview

Consumer protection groups in Germany have raised concerns regarding digital payment terminals in the hospitality and gastronomy sectors. Initial warnings from the Brandenburg Consumer Center highlighted specific instances where operators, such as a Starbucks provider, utilized terminals that lacked an immediate or easy way to decline a tip, sometimes presenting preset percentages as high as 30 percent.

Following these reports, the Federation of German Consumer Organisations (vzbv) expanded the critique to include manipulative design tactics. These ‘design tricks’ involve using larger or more colorful buttons for preset tip percentages—such as 7, 10, or 20 percent—while making the option to enter a custom amount or decline a tip less visible.

Ramona Pop, head of the vzbv, emphasized that the ability to reject a tip must be ‘clearly recognizable at first glance.’ A survey commissioned by the organization indicated that 76 percent of respondents believe the option to provide no tip or a smaller tip should be as easy to select as the suggested options. Recent data from a Forsa survey adds that 52 percent of respondents feel pressured by these displays. The vzbv continues to advocate for a ban on these manipulative design practices at the European level.

As of mid-2026, these concerns persist alongside a significant rise in digital payment usage in Germany. The Girocard reached a record 4.21 billion transactions in the first half of the year, a 4 percent increase from 2025. This growth is largely driven by contactless payments, which accounted for 92 percent of Girocard transactions in June, as the card becomes more common for small purchases at kiosks and bakeries.
