The German Excellence Strategy, a joint federal and state program designed to strengthen top-tier research through significant annual funding, has reached a new phase of designation. Following the decision period, Federal Research Minister Dorothee Bär and Science Minister Falko Mohrs announced the new recipients. Individual universities in Freiburg, Jena, and Cologne were granted the designation, which can provide up to 15 million euros in annual funding. Additionally, two university alliances—the Rhein-Main alliance (comprising TU Darmstadt, Goethe University Frankfurt, and Johannes Gutenberg University Mainz) and the ‘Ruhr Innovation Lab’ (comprising TU Dortmund and the University of Bochum)—were awarded funding of up to 28 million euros per year. Specific details regarding the recipients have since emerged. The Friedrich Schiller University Jena was awarded the status following its application titled ‘Light. Life. Liberty. – Connecting People and Ideas’, an initiative intended to bolster interdisciplinary research and industry cooperation. Furthermore, the Rhein-Main Universities (RMU) alliance has been recognized as the first cross-state alliance to receive this distinction. The RMU is set to receive up to 155 million euros in funding over a seven-year period beginning in 2027, with costs split between the federal government and the respective states. This funding will be distributed through competitive tenders for research in fields such as Health, Data, Matter, and Society, focusing on artificial intelligence, cognition, and new therapies. As part of the RMU designation, Johannes Gutenberg University Mainz plans to utilize the status to enhance scientific performance through strategic professorial appointments and shared infrastructure. The alliance also intends to introduce innovative study programs and masterclasses for early-career researchers to facilitate participation in ongoing research projects. The funding announcements have sparked debate. Student representatives from the University of Cologne and the NRW State AStA Meeting have called for an end to the excellence and third-party funding model. Critics argue the system undermines university democracy and prioritizes capital interests over academic freedom, advocating instead for stable, needs-based basic funding.
