German housing benefit eligibility and rules
Overview
The German housing benefit (Wohngeld) serves approximately 1.2 million households, primarily seniors, to assist low-income individuals with rental or property costs. Eligibility is determined by income, household size, and regional rent levels rather than a strict square-meter limit for apartment size.
According to the Federal Ministry for Housing, Urban Development and Building (BMWSB), the benefit calculation considers cold rent, water, waste, and property-management fees, while heating is covered by a separate component. Costs for electricity and internet are excluded from the calculation.
Specific restrictions apply to certain groups; for instance, students and apprentices are generally ineligible if they are eligible for vocational training support like BAföG or BAB. Additionally, the benefit is intended for those not already receiving other social assistance that covers accommodation, such as Bürgergeld.
