Overview

In late July 2026 the German Interior Ministry announced plans to drastically reduce funding for integration courses, threatening language training for Ukrainian refugees, EU citizens, asylum seekers and tolerated migrants. Critics warned that the cuts could shrink the number of classes from 24 to just eight, especially in rural areas, undermining newcomers' labour‑market integration.

A week later, the Federal Office for Migration and Refugees lifted the suspension of voluntary admissions to integration courses. The partial reopening prioritised Ukrainian refugees, German citizens and EU nationals lacking sufficient German skills, while asylum‑seekers and holders of toleration permits saw little change. Bremen’s state government secured an increased budget for the Volkshochschule, adding four new courses and raising the contract from €258,500 to €300,000, signalling a limited reversal of the earlier funding cuts.
