German intelligence and security service reforms

Discussions regarding the modernization of German security architecture have progressed from institutional recommendations to formal government reform proposals.

Initially, the Konrad-Adenauer-Stiftung (KAS) issued a position paper titled “Zeitenwende für das Trennungsgebot!” advocating for enhanced cooperation between police and intelligence services to address hybrid threats. The foundation suggested adapting the “Trennungsgebot”—the principle separating domestic intelligence from police activities—through technical solutions like standardized “hit/no-hit” query procedures to improve coordination without compromising sensitive data.

Following these calls for increased efficiency, the German government initiated a major reform targeting the Federal Intelligence Service (BND) and the Office for the Protection of the Constitution (Verfassungsschutz). This proposal seeks to transition these agencies from information-gathering entities into active operational bodies. The reform includes expanded digital surveillance, the use of artificial intelligence, and new operative capabilities such as cyberattacks and sabotage to counter espionage. To manage these expanded powers, the package includes provisions for restructuring oversight via an independent control body.
