This proposal seeks to transition these agencies from information-gathering entities into active operational bodies. The reform includes expanded digital surveillance, the use of artificial intelligence, and new operative capabilities such as cyberattacks and sabotage to counter espionage. To manage these expanded powers, the package includes provisions for restructuring oversight via an independent control body.
