German authorities have conducted separate investigations involving foreign nationals accused of criminal activities. In one case, the German Federal Prosecutor’s Office arrested an Albanian national in Hannover in connection with violent attacks that took place in Budapest in February 2023. The suspect, identified as Rexhino A., is accused of membership in a criminal association known as the ‘Hammerbande’ and is charged with dangerous bodily harm. German authorities have decided to conduct the criminal proceedings in Germany rather than extraditing the suspect to Hungary. In a separate matter, prosecutors in Munich are investigating two Belarusian nationals, aged 39 and 50, for an alleged sabotage plot in the Nuremberg area. The suspects are accused of planning to use accelerants to set fire to critical infrastructure, such as railway lines or power grids, to cause significant property damage. Investigators suggest the plot may have been commissioned by a foreign government or organization for payment. Romanian intelligence services have suggested the suspects belong to a ‘Russian-directed espionage and sabotage network.’ The suspects have been in pretrial detention since October 7. Romanian authorities have requested their extradition, as the men are also under investigation for an arson attack on September 14 at an industrial park in Brasov, which targeted a facility near the Carfil industrial park belonging to the Romarm defense industry group. Additionally, a third suspect, a Ukrainian citizen, was reportedly arrested in Poland following an extradition order from Romania related to the Brasov incident. While Moscow has denied involvement in such activities, intelligence agencies in several EU countries have noted an increase in hybrid warfare tactics aimed at military and industrial targets.
