German municipalities implement online residence services

The municipality of Kallmünz introduced an electronic residence registration (eWA) service to modernize administrative processes. This service allows residents moving within Germany to register their primary or sole residence online for free, eliminating the need for in-person visits to the town hall. To utilize the system, citizens must use an ID or eID card with an activated online function, a six-digit PIN, a smartphone with NFC capability or a card reader, and the AusweisApp. The process requires uploading a landlord’s confirmation for rental properties. Once processed, a digital confirmation is issued, and address data can be updated on the ID card chip. Following Kallmünz, Finsterwalde also implemented the digital service, integrating it with municipal specialist software. This system provides official registration confirmations as PDFs and allows users to update address data on identity cards or passports via wohnsitzanmeldung.gov.de. In Kallmünz, the service also supports the joint registration of spouses and minor children. Expanding this digital trend, the city of Bayreuth has introduced a similar online procedure. This 24/7 service allows residents to register a change of address from home, a task that previously required an in-person visit to the town hall. The Bayreuth system requires an ID or eID card with an activated online function, an NFC-capable smartphone with the federal AusweisApp or a card reader, and a user account via BundID. Like Kallmünz, the process supports the automatic retrieval of existing data and joint registration for spouses and minor children.
