The German pharmacy sector is facing a decline in the number of operating locations, reaching a nearly fifty-year low as of mid-2026. To address this trend and improve economic stability, the Federal Association of German Pharmacists (Abda) has advocated for an expanded role in primary healthcare, including services such as vaccinations, blood sampling, and smoking cessation counseling. Building on these efforts, the German Pharmacists Association (DAV) has called for legislators and health insurance companies to ensure that pharmacy services are adequately remunerated. DAV Chairman Dr. Hans-Peter Hubmann emphasized that upcoming pharmacy reform packages introducing five new pharmaceutical services must be paid sufficiently to contribute to pharmacy earnings rather than merely covering costs. He noted that legally mandated negotiations between the DAV and health insurance providers, set to begin in 2028, may allow for annual fee adjustments based on cost trends. At the opening of the EXPOPHARM trade fair in Munich, Hubmann reiterated these demands, warning against a “new standstill in remuneration” following thirteen years of stagnation. He specified that the new services—which include measurements of risk factors for cardiovascular and metabolic diseases—must be paid adequately to ensure they are widely available to the public.
