German police and public administration recruitment

German law enforcement and public administration agencies are experiencing varying results in recruitment and training efforts across different regions.

In Berlin, the police department has faced difficulties filling training positions, with approximately one-quarter of available spots remaining vacant last year. Police President Barbara Slowik Meisel noted that while applicant volume is high, roughly 40 percent of candidates fail the mandatory computer-based selection test due to insufficient German language proficiency. Officials stated that lowering standards for grammar, spelling, and dictation is not an option because strong communication is essential for documenting incidents and interacting with citizens.

Conversely, in North Rhine-Westphalia, new cohorts of trainees and recruits have successfully begun their programs. In the Mettmann district, 15 new trainees started professional training across ten different professions. Additionally, the Aachen Police Headquarters is welcoming 216 inspector candidates and four government inspector candidates. This intake follows a statewide recruitment process involving over 10,000 applicants and is attributed to factors such as school system transitions and the inclusion of applicants originally scheduled for 2027.

Recent developments in North Rhine-Westphalia indicate continued growth in the police force. The Borken district police authority has welcomed 48 new officers as part of a broader statewide initiative to add 700 personnel. Furthermore, in Münster, 252 police inspector candidates and five government inspector candidates have commenced their three-year dual studies program. Expanding on these administrative workforce increases, the city of Wuppertal has also reported the start of 27 new trainees within its administration.
