German regional economic and climate developments

Overview

German regional reports indicate a complex landscape of economic growth, structural transitions, and varying progress toward climate goals.

In the first half of 2026, Rheinland-Pfalz reported economic growth of 1.1 percent, driven by the automotive and mechanical engineering sectors. Meanwhile, Nordrhein-Westfalen is managing a structural shift due to a planned coal phase-out by 2030, supported by 3.4 billion euros in funding for various projects, including new data centers. However, Nordrhein-Westfalen also faces a population decline attributed to a negative migration balance and a birth deficit.

Environmental data shows mixed results regarding climate neutrality. Waldeck-Frankenberg reported a 10 percent decrease in total energy consumption between 2021 and 2023, though the region may still miss its 2037 neutrality target. Conversely, the Climate Expert Council in Baden-Württemberg reported a 4.4 percent increase in greenhouse gas emissions. Maike Schmidt, chair of the council, stated that reaching climate neutrality by 2040 is “factually excluded” without significant additional efforts.
