Information regarding social benefits in Germany has been detailed for different recipient groups. Regarding housing allowance (Wohngeld), the Federal Ministry for Housing, Urban Development and Building notes that eligibility is based on income requirements to support low-income households. While fixed-term employment does not disqualify individuals, the Department of Social Affairs and Sports of the City of Augsburg states that the allowance is typically limited to the end date of the employment contract. For pensioners, the subsidy amount is determined by household income, local rent levels, and gross cold rent. In terms of long-term care insurance, individuals with at least a recognized care level 2 may receive a monthly care allowance (Pflegegeld) ranging from 347 to 990 euros. This allowance is classified as a social benefit rather than income, meaning it does not affect pension claims or count as taxable earnings, even if transferred to a caregiver. However, payments can be suspended if the required home care is no longer deemed adequately secured, even if the care level remains unchanged. To address looming financial challenges, the German government has established a 13-member long-term care structure commission (Pflegestrukturkommission). Chaired by Georg Cremer and Gabriele Kuhn-Zuber, the group is tasked with providing proposals by January 2027 to ensure the stability and social justice of care financing. Building on previous efforts to address projected insurance deficits, the The German Federal Cabinet federal cabinet has approved the draft for the Pflegeneuordnungsgesetz (PNOG), a major reform set to take effect on January 1, 2027. The This reform aims to relieve statutory simplify long-term care insurance laws and relieve statutory insurance by approximately 6.25 billion euros in its first year. A central component of the PNOG is the planned replacement of the current fixed cash care allowance with a new relief budget.
