A market study for 2026 indicates that Germany may require between 15 and 20 billion euros in fiber optic subsidies. The demand for such funding has increased for two consecutive years, with 18 percent of addresses now requiring support. This trend is attributed to private network operators withdrawing from middle-tier locations due to capital shortages and lower pre-marketing rates. While the number of addresses needing support is rising, the average cost per connection has decreased by 18 percent to 7,800 euros. Despite this, the expansion of privately funded fiber optics is losing reach, with the share of addresses covered by private operators expected to drop from 84 percent in 2025 to 82 percent in 2026. In response to these infrastructure needs, the German government has introduced a legislative draft to amend the Telecommunications Act (TKG). The proposal aims to align national policy with the EU Gigabit Infrastructure Regulation by removing hurdles regarding internal building cabling and residential unit installations. A central component of the plan is the creation of a ‘Gigabit Register’ to centralize infrastructure data, which is intended to simplify planning and increase momentum for network operators. The legislation also addresses the gradual migration from legacy copper networks to fiber optics, a transition described by the government as one of the largest infrastructure projects in recent years. The draft emphasizes maintaining service continuity, requiring equivalent alternative technologies in exceptional cases to ensure consumers remain supplied during the transition. The Bundestag is scheduled to hold its first debate on this draft on October 9, 2026. Parallel to legislative efforts, private providers continue infrastructure updates. Vodafone Deutschland reported completing 147 modernization projects in September 2026, aiming to benefit approximately 53,000 households.
