In July 2026 Germany announced a strategic gas reserve of about 24 TWh, enough for a 30‑ to 40‑day supply disruption, to be filled by summer 2027 and financed through a new consumer surcharge rather than the federal budget. Later that month, during President Abdelmadjid Tebboune’s visit, Sonatrach and VNG signed a contract to increase Algerian gas deliveries to Germany from 1 January 2027, also linking cooperation on green hydrogen and supporting the EU’s shift away from Russian LNG. In early August the government outlined possible financing models – a levy on gas customers, direct budget funding, or a hybrid – with a proposal to be reviewed by parliament before year‑end, and the Federal Network Agency began preparing a digital platform for managing prolonged electricity shortages. On 2 August 2026 Federal Minister of Economic Affairs Katherina Reiche reiterated the financing options, emphasizing that a levy, direct budget allocation or a mixed approach could be used and that the model should not add further burden to companies already facing competitive pressure. She noted that the reserve, covering roughly ten percent of Germany’s total gas‑storage capacity, is slated for construction by 2027 and that the financing plan will be presented to parliament by the end of the year. Reiche cited the ongoing Middle‑East crisis, the de‑facto closure of the Strait of Hormuz and past attacks on pipelines and power infrastructure as scenarios underscoring the need for a state‑controlled buffer. Reiche also gave cost estimates, putting the total build cost at roughly €1.5 billion. For a typical household consuming 20 000 kWh of gas per year, the levy would amount to about €42 annually, plus €5 in operating expenses, corresponding to a rate of 29–36 cents per megawatt‑hour – lower than the former gas‑storage levy. The financing proposal will be prepared for parliamentary discussion by the end of the year.
