Germany receipt reforms and digital mandate
Overview
In July 2026, the president of the German tax union proposed a receipt-lottery model, based on Taiwan’s scheme, to curb an estimated €70 billion annual loss from cash-based tax evasion. Later that month, the Federal Finance Ministry presented a draft law to replace mandatory paper receipts with electronic versions starting 1 January 2028. Under this mandate, retailers would issue QR codes for e-receipts, while businesses with turnover above €100,000 must install electronic cash registers.
By mid-August, industry opposition intensified. The German Retail Association (HDE) criticized the plan as a “broken promise,” arguing that the coalition government had previously agreed to abolish the receipt duty entirely rather than simply digitalizing it. HDE experts warned that the transition would impose significant technical and financial burdens on retailers, requiring expensive system upgrades during a difficult economic period.
Sector-specific leaders have expressed mixed or cautious views. While bakery chief Friedemann Berg welcomed the reduction in paper usage, he flagged challenges for firms using older cash registers. Dehoga head Jana Schimke emphasized the necessity for a “legally sound and practical implementation,” including clear exemptions and transition periods.
Parallel to these domestic reforms, an EU anti-money-laundering rule taking effect on 10 July 2027 will require entities to verify customer identities for occasional cash payments of €3,000 or more. This regulation, which mandates five-year record-keeping, aims to end anonymity for large cash transactions among dealers, real estate agents, and other covered professionals.
