Germany’s transition toward cashless payments continues to evolve. A Bundesbank review confirmed cash’s share fell to 45% in 2025, while cashless methods reached 55%. Digital methods are rising: debit cards accounted for 26% of transactions, and mobile payments reached 10%. In e-commerce, digital wallets accounted for 52% of transaction value in 2025, with Buy Now, Pay Later (BNPL) at 18% and Account-to-Account (A2A) at 15%. While German residents averaged 300 electronic payments per person in 2025—below the EU average of 400—the growth rate of digital transactions in Germany is currently outpacing the EU average. Legislative efforts to modernize the financial landscape include a cabinet-approved draft law to phase out paper receipts in favor of digital standards by 2028. To combat tax evasion, companies with an annual turnover exceeding 100,000 euros will be required to use certified electronic cash systems. Additionally, Federal Finance Minister Lars Klingbeil (SPD) is proposing legislation that would require businesses and restaurants to accept digital payments in addition to cash, with implementation targeted for 2027. Proponents argue digital payments create a documented trail that makes tax evasion and money laundering more difficult. However, retail representatives have expressed concerns regarding transaction fees and the potential financial burden on small businesses. This follows a YouGov survey for the Genoverband showing that 56% of German adults have been unable to pay cashless at least once in 2026, up from 45% in 2021. Many consumers reported facing ‘cash only’ restrictions at shops and restaurants multiple times during the year.
