Germany is proceeding with plans to station the 45th Armored Brigade in Lithuania as part of NATO’s eastern‑flank reinforcement. The brigade, which represents Germany’s first permanent foreign troop deployment since World War II, is slated to reach full operational readiness by the end of 2027 with approximately 4,800 soldiers and 200 civilian staff. While infrastructure work near the Belarus border is reportedly ahead of schedule, the unit faces significant staffing challenges. Recruitment has fallen short, particularly for specialists in IT, reconnaissance, CBRN defence, and vehicle maintenance. Although personnel levels for forces already deployed in Lithuania have reached 92 percent, the overall brigade is only about 60 percent staffed. Defence Minister Boris Pistorius has warned that “not all 4,800 soldiers can be recruited voluntarily” and stated that “operational readiness takes precedence over volunteering,” suggesting that mandatory measures or conscripts may be required to meet NATO’s 90 percent occupancy target. In Lithuania, a surge in voluntary enlistments saw more than 8,100 applications, far exceeding pre‑war averages. To address broader capacity needs, the Bundeswehr is implementing a new military service system where 18-year-old men must complete a registration questionnaire, while participation for women remains voluntary. By As of July 31, 2026, the Bundeswehr reached its highest personnel strength in 13 years, with approximately 186,700 soldiers. This figure falls within the 2026 target corridor of 186,000 to 190,000 personnel, marking a 2% increase from July 2025. This growth was supported by roughly 47,300 applicants and 15,400 new hires. However, the military remains below long-term strategic goals, which aim for 255,000 to 270,000 active soldiers by 2035.
