Ghana beer excise duty dispute

Accra Brewery Limited (ABL) has considered shutting down operations due to a new excise duty regime passed by the Ghanaian Parliament. The brewery estimated that the tax, which ranges from 7% to 15% on locally produced beer, could cause a financial impairment of approximately US$7 million. Following these warnings, the Ghanaian government rejected requests to freeze the tax increases. Under the new regulations, beer with more than 70% local raw materials will see its excise rate rise from 10% to 25%, while products with 50% to 70% local content will increase from 32.5% to 40%. The government maintains that local producers retain a 22.5 percentage-point tax advantage over imported beer, which is taxed at 47.5%.
