Ghana’s economic recovery shows signs of macroeconomic stability, though experts warn of underlying structural risks. While real GDP growth reached 6.4% in Q1 2026 and inflation fell to approximately 5.3%, the sustainability of these gains remains under scrutiny. Finance Minister Dr. Cassiel Ato Forson reported Data from the Ghana Statistical Service indicates that debt servicing costs dropped below 20% the economy grew by 6.0% in the second quarter of national revenue, and public debt fell to roughly 45% 2026, bringing the overall growth rate for the first half of GDP by mid-2026. Recent data the year to 6.2%. This represents a slight moderation from the Bank of Ghana’s 6.6% growth recorded in Q2 2025. Expansion was primarily driven by the services sector, which grew by 8.0%, led by a 30.9% expansion in Information and Communication Technology (ICT). The industrial sector grew by 4.3%, supported by a 22.4% rebound in oil and gas, while agriculture grew by 3.9% amid a 24.7% contraction in fishing. Analysts note that growth remains unevenly distributed, and an International Monetary Policy Report shows Fund report highlighted that public state-owned enterprises continue to face structural weaknesses and net losses. Public debt rose to GH¢719.52 billion by the end of June 2026, a 12% increase from December 2025. This rise was driven primarily by domestic borrowing, which accounted for 54.4% of the total debt stock as the government seeks to build financial buffers and 2025, maintaining a Sinking Fund for upcoming repayments in 2027 and 2028. While the debt-to-GDP ratio remained relatively stable at 45%, the depreciation of the cedi increased the local currency value of external debt to GH¢328.40 billion. By the end of June 2026, domestic approximately 45%. Domestic debt specifically reached GH¢391.115 billion, representing 24.5% of GDP. This domestic stock grew by GH¢57 billion during the first half of the year, fueled largely by short-term securities which now comprise 41.0% of the total domestic debt. High investor appetite for 364-day treasury bills has continued to drive this short-term accumulation. To manage these obligations, the government is intensifying domestic funding efforts with accumulation, even following the launch expiration of a restrictions on new four-year, cedi-denominated Treasury bond. Scheduled for a book-building process starting September 1, 2026, the instrument aims to help loans from the government extend borrowing beyond short-term securities and build buffers for 2027 and 2028 repayments.
