The Tema Oil Refinery (TOR) and Ghana Oil Company Limited (GOIL) have deepened their strategic partnership to bolster Ghana’s downstream petroleum sector. High-level discussions held in September 2026 focused on coordinating refinery production with GOIL’s distribution and retail network to improve supply security, enhance market resilience, and promote price stability for consumers. TOR Managing Director Edmond Kombat reported that the refinery is making progress through ongoing transformation, optimization, and restart processes. This cooperation aims to ensure refined products find a reliable market, mitigating the impact of international price fluctuations and supply disruptions. Efforts to link upstream production with domestic refining continue to evolve. Tullow Oil has transitioned from marketing much of its crude through Glencore Energy UK Limited to selling to domestic entities, including Sentuo Oil Refinery. Sourced from the Jubilee, Tweneboa, Enyenra, and Ntomme (TEN) fields, these commercial transactions represent what Tullow Chief Financial Officer Richard Miller called a “fantastic achievement.” Tullow targets 14 crude cargoes in 2026. Additionally, Ghana’s role as a regional energy hub is expanding. Petroleum supplies through Ghana now account for 40 per cent of Burkina Faso’s national consumption, up from approximately 15 per cent. TOR and Burkina Faso’s National Hydrocarbons Company (Sonabhy) are working to strengthen cooperation to deepen petroleum trade and reinforce Ghana’s position as a major supply route for the West African sub-region. In October 2026, the Petroleum Hub Development Corporation (PHDC) signed a $28 billion investment agreement with an international consortium led by Global Sphere to advance Phase 2 of the Petroleum Hub Project in Jomoro. The consortium includes partners from the United Arab Emirates, South Korea, and Mali. The project plans to feature a 300,000-barrel-per-stream-day refinery, petrochemical plants, and significant storage facilities. Construction is slated to begin in early 2027, with a 2031 completion target. Energy Minister Dr.
