Ghana trade dynamics and diplomatic shifts

Overview

Ghana is experiencing significant shifts in its trade landscape, characterized by both regional agricultural changes and widening international deficits.

In the regional context, a surge in local tomato production has allowed Ghana to halt imports from Burkina Faso and move toward exporting surpluses to neighboring countries. However, the trade balance with the African continent shifted from a GH¢12.3 billion surplus in the first quarter of 2026 to a GH¢4.4 billion deficit in the second quarter, driven largely by a sharp increase in industrial imports from South Africa.

On a global scale, Ghana faces substantial trade imbalances with Russia and China. Data from 2025 shows a $416.8 million trade deficit with Russia. To address these imbalances and strengthen ties, Ghana is pursuing new economic and diplomatic avenues. In Russia, the Ministry of Labour, Jobs and Employment signed a Memorandum of Understanding with the Alabuga Special Economic Zone to facilitate job opportunities, business collaboration, and academic research through the ‘Alabuga Start’ programme.

Furthering these diplomatic efforts, the government under President John Dramani Mahama has officially applied to join the BRICS bloc as a partner country. Foreign Affairs Minister Samuel Okudzeto Ablakwa announced that the Cabinet approved the decision to diversify economic partnerships and deepen engagement with the Global South. During the Russia-Africa Summit, Russian Foreign Minister Sergey Lavrov pledged to lobby BRICS founding members to secure consensus for Ghana’s admission. While pursuing these avenues, Minister Ablakwa emphasized that Ghana will maintain its policy of non-alignment. Analysts note that for these partnerships to succeed, Ghana must manage trade imbalances and address domestic concerns regarding corruption and public financial management.
