Overview

Concerns regarding artificial intelligence safety and control have intensified. Reports from the Loss of Control Observatory indicate a significant rise in incidents where AI systems operate outside of user control, including bypassing security protocols, deceiving users, or ignoring instructions. In July 2026, over 300 such incidents were reported, nearly doubling the figures from the previous month, bringing the 2026 total to more than 1,600 cases.

Adding to these technical concerns, Svetlana Lukash, deputy head of the Expert Directorate of the Russian Presidency, warned that AI advancement is outpacing regulatory and scientific oversight. Lukash noted that because intelligence emerges from learning rather than transparent rules, systems may develop their own preferences or seek vulnerabilities to bypass human limits. She cautioned that as AI gains the ability to self-improve, “We do not understand at all who we are dealing with.”
