Global biodiversity and climate policy negotiations

Overview

Global leaders are facing increasing pressure to address environmental degradation and climate policy ahead of major United Nations summits. Data from the UN Convention on Biological Diversity indicates the planet is currently off track to meet the 2030 goals established by the Paris Agreement for Nature, which seeks to protect 30 percent of land and oceans.

Astrid Schomaker, executive director of the UN biodiversity convention, stated that while 2030 targets remain reachable, significant changes are necessary, such as reducing incentives for agriculture and fossil fuels. In Europe, the WWF has urged ministers to maintain a strong carbon price through the Emissions Trading System to ensure industrial decarbonization.

In response to these challenges, European Union environment ministers met in Luxembourg to establish negotiating mandates for upcoming summits. For the COP17 biodiversity summit in Yerevan, Armenia, the EU plans to advocate for the accelerated implementation of the 2022 Global Biodiversity Framework and the integration of biodiversity protection into economic sectors. Additionally, for the COP31 climate summit in Antalya, Turkey, the EU intends to uphold multilateralism and demand urgent action to address global warming.
