The state of emergency in California has expanded to address a combination of severe weather, wildfires, and tidal threats. Following the impacts of Tropical Storm Rachel, Governor Gavin Newsom proclaimed states of emergency in Imperial, Los Angeles, Orange, and San Diego counties to facilitate recovery from flooding, coastal erosion, and roadway disruptions. In the Imperial and Coachella Valleys, the Imperial Irrigation District declared a local emergency after the storm damaged electrical infrastructure and caused canal breaches, affecting over 2,300 customers. Simultaneously, wildfire activity has escalated. In South Orange County, the Norte Fire has burned approximately 570 acres and destroyed six homes, prompting the Governor to secure a FEMA Fire Management Assistance Grant. Additionally, emergency declarations were issued for Tuolumne County due to the Dove Fire and Calaveras County for the Gann Fire. Coastal communities are facing intensified threats from exceptionally high king tides. In San Pedro, a tide gauge reached 8.02 feet, breaking the previous record of 7.93 feet set in 2005. Newport Beach has declared a local emergency as tidal surges flooded streets on the Balboa Peninsula, with tides expected to reach up to 8.5 feet. The National Weather Service has issued coastal flood warnings for San Diego and Orange counties, while coastal flood advisories are in effect for Los Angeles, Ventura, Santa Barbara, and San Luis Obispo counties through Thursday. In Northern California, advisories are also active for the San Francisco Bay and Monterey Bay areas, where inundation of up to 2.1 feet is possible. In response, crews are reinforcing sand berms, deploying sandbags, and using pumps. In Newport Beach, parking enforcement was suspended to allow residents to move vehicles to higher ground. Metrolink has announced a five-day suspension of Orange County Line service between Laguna Niguel/Mission Viejo and Oceanside from October 26 to October 30.
