Overview
Water insecurity is increasingly defined by the simultaneous threats of drought and flooding. While droughts deplete reservoirs, warmer and wetter winters heighten the risk of damaging floods to infrastructure. Addressing these extremes requires a shift toward better water retention through reservoirs, green roofs, and healthy soil.
A World Meteorological Organization (WMO) report confirms a global depletion of freshwater, noting that 2025 was among the driest years for global rivers in 35 years. Terrestrial water storage, including groundwater and ice, has declined continuously since 2014–2016, with 2025 levels reaching 42% below historical norms. Furthermore, all 19 major monitored glacial regions have recorded ice mass loss for four consecutive years, with approximately 1,400 gigatons of glacier ice melting between 2023 and 2025. WMO Secretary-General Celeste Saulo warned that the depletion of these traditional buffers means single dry seasons are increasingly likely to escalate into full-scale water crises due to an erratic water cycle.
Recent data from the WMO 2025 State of Global Water Resources report indicates that approximately 36% of river basins experienced below-normal flow rates. Significant shortages were observed in Europe, North America, the Rio de la Plata basin, and major African rivers such as the Nile and Congo, though some regions in Southeast Asia and South America saw above-average flows. Groundwater is also under severe pressure, with 65% of global observation stations recording annual mean levels outside the normal range. Persistent deficits were identified in regions including Chile, Central and Eastern Europe, the Middle East, Northwest India, South Africa, Australia, California, the southern United States, and Mexico. In areas such as central Mexico and the central United States, intensive extraction is cited as a primary driver of these declines.
