Data from the Organization for Economic Cooperation and Development indicates that global aid fell by 23% in 2025, the largest annual decline on record, driven by budget reductions from major donors including the United States, Germany, the United Kingdom, Japan, and France. Handicap International reported that 14% of surveyed organizations serving people with disabilities face permanent closure, with 79% experiencing “severe” or “very severe” funding cuts. These reductions threaten essential access to rehabilitation, education, and healthcare. Save the Children has noted that this funding decline, compounded by geopolitical tensions in the Middle East and shipping disruptions near the Strait of Hormuz, has led to rising costs and logistical delays.
