In October 2026, major national entities introduced long-term cybersecurity frameworks to address evolving digital threats. Singapore launched its Cybersecurity Strategy 2026 during the 11th Singapore International Cyber Week. The strategy utilizes a “whole-of-nation approach” to build resilience against Advanced Persistent Threat (APT) actors, the dual-use risks of artificial intelligence, and potential vulnerabilities in encryption caused by quantum computing. Gwenda Fong, Chief Executive of the Cyber Security Agency of Singapore, noted that while AI helps defenders “see more, understand faster and to act more effectively,” it also increases the scale of attacks. Concurrently, the United States Cybersecurity and Infrastructure Security Agency (CISA) unveiled its ‘CISA 2030: Defend, Harden, Prevail’ strategy. This plan shifts the agency toward a proactive, intelligence-driven posture focused on eliminating adversarial footholds in critical infrastructure. The strategy rests on three pillars: ‘Defend’ to lead national defense, ‘Harden’ to prioritize infrastructure security, and ‘Prevail’ to mobilize national resilience. Acting Director Nick Andersen called for immediate action from infrastructure owners and technology manufacturers to counter sophisticated threats. Following the strategy launch, CISA identified active exploitation of two critical vulnerabilities in the PHP programming language, referred to as ‘PHP2Shell’. These flaws allow attackers to gain remote control of systems without credentials. Because PHP is used by approximately 70% of internet-facing servers, CISA ordered U.S. civilian federal agencies to apply security patches within three days. Researchers indicated that while these vulnerabilities remained dormant for years, artificial intelligence was recently used to develop effective exploitation methods.
