Global nuclear energy production and policy trends

Overview

Global nuclear energy production reached a record 2,702 terawatt-hours (TWh) in 2025, marking an increase of 35 TWh over the previous year. This growth was largely driven by Asia, while output in Western and Central Europe declined due to reactor closures. As of 2025, eleven new reactors were under construction, including nine in China and two in Russia.

This production increase coincides with a broader global resurgence in nuclear energy policy. At COP28, more than 20 countries—including the United States, France, Japan, the United Kingdom, and the UAE—signed a declaration to triple nuclear capacity by 2050 to provide baseload power alongside renewable sources.

Financial landscapes for the sector are also changing. The World Bank ended a multi-decade ban on financing nuclear projects in June 2025, and major financial institutions have expressed support for capacity expansion. These shifts are being motivated by decarbonization goals and energy security concerns following disruptions to natural gas supplies in Europe.
