International efforts to protect the ozone layer, driven by the Montreal Protocol and the Kigali Amendment, continue to show measurable progress. The Montreal Protocol focuses on controlling ozone-depleting substances like chlorofluorocarbons, while the Kigali Amendment targets the phasedown of hydrofluorocarbons, which are potent greenhouse gases. Implementation of the latter is estimated to avoid between 0.3 and 0.5°C of warming by 2100. As of September 2026, international cooperation has successfully led to the phase-out of over 99% of ozone-depleting substances. The tenth anniversary of the Kigali Amendment, observed during World Ozone Day under the theme “Global action for a cooler planet,” underscores the importance of reducing HFCs to mitigate climate change. While HFCs do not directly deplete the ozone layer, their reduction is considered critical for global cooling efforts. Scientific assessments indicate that the ozone layer is on a path to full recovery to pre-1980 levels within approximately 40 years. According to the World Meteorological Organization (WMO), the ozone hole in 2025 was among the smallest recorded in recent decades, marking the second consecutive year where both depth and extent remained significantly below the 1990–2010 averages. While upper stratosphere ozone showed clear recovery between 2000 and 2024 across nearly all latitudes, the situation in the lower stratosphere remains complex, with some regions remaining roughly 2% below historical averages. Complete recovery is expected to be a prolonged process, particularly in the Antarctic region. Ongoing challenges include managing nitrogen oxides from agriculture and ensuring a transition to sustainable, energy-efficient cooling technologies.
