In May 2026 the Greek government submitted a major overhaul of its National Recovery and Resilience Plan, dubbed “Greece 2.0,” to the European Commission. The revision aimed to streamline roughly 100 measures, representing about 60 % of the original programme, by scaling back or cancelling projects across health, transport, civil protection, energy, SMEs, training and tourism. On 23 July 2026 the European Commission issued a positive opinion on the revised plan, confirming that its design complies with EU guidance and paving the way for final approval by the EU Council. While the total financing amount remained unchanged, the revision introduced project‑based adjustments and internal reallocations, such as expanded preventive health checks, additional seismic inspections of sports facilities, acquisition of electric waste‑collection vehicles, participation in the Public Power Corporation’s capital increase, expanded micro‑satellite connectivity, wider deployment of photovoltaic systems, and upgraded urban‑planning studies. The following week, opposition party PASOK questioned the scope of the cuts, demanding clarification on the measures that lost funding. The latest revision continues a pattern of reductions that began in December 2023 and intensified through 2024‑2025, reflecting an ongoing effort to align the plan with fiscal and political constraints while still seeking full absorption of EU recovery funds. By the end of July 2026 the government announced that more than 90 % of the required reforms—123 of 136 milestones covering 74 reforms across 15 ministries—were already in place, positioning Greece to absorb the entire EU Recovery and Resilience Facility allocation. The administration set an August 31 deadline for issuing all certification acts and a September 30 deadline for the final payment request, while PASOK reiterated criticism that the extensive cuts have not been fully disclosed.
