In early July 2026 the government unveiled a multi‑year strategy to boost productivity, expand exports and cut unemployment to 8 % by 2030. At the Economist conference Minister of Development Takis Theodorikakos highlighted 930 projects worth over €3 billion, incentives exceeding €1 billion and 91 strategic investments, including 22 major projects launched in the previous 18 months. The agenda targets a reduction of unemployment from 18 % to 8 %, the creation of 560 000 jobs and reversal of brain‑drain, with emphasis on AI, EU Competitiveness Fund use, tax and insurance‑contribution cuts, private investment, housing support and merit‑based public‑service reforms. On 21 July the National Development Plan (EΠΑ) was approved with a €23 billion budget financed entirely from national resources, doubling public‑investment capacity relative to 2019‑2025. Funding will flow through 20 sectoral, 13 regional and 4 special programmes, aiming to modernise infrastructure, transport, climate protection, green growth, digital transformation, innovation and social cohesion, and to strengthen regional connectivity and entrepreneurship. The second round of the Development Law, closed on 24 July, attracted 270 proposals – 170 in manufacturing‑supply‑chain, 86 for specially assisted areas, 14 large‑investment projects and a newly created Agriculture‑Nutrition regime – each eligible for €150 million incentives. Public support exceeds €1.5 billion within a €3.1 billion budget, with expectations of more than 15 000 jobs. To address opposition concerns regarding European resource utilization, the Ministry reported that of the €348.5 million committed by ELIDEK for 2016–2030, €278 million had been absorbed as of June 30, 2026. This includes €68.3 million from the Recovery Fund for 279 projects approved in 2022.
