Greece is introducing new regulatory frameworks to manage industrial development and infrastructure capacity. In late August 2026, the Ministry of Environment and Energy announced plans to implement new grid connection rules for data centers. These rules aim to prioritize capital-intensive investments and prevent the trading of connection licenses by requiring strict financial and administrative criteria, such as bank guarantees and proof of land leases. Concurrently, the government implemented a new Special Spatial Framework for Industry and the Supply Chain (EXP-B). This policy replaces 2009 regulations to transition from unplanned industrial installations toward organized business parks and production zones. The framework integrates industrial production and logistics, with specific directions for regions like Attica and Thessaloniki, while supporting strategic investments in critical raw materials to enhance national energy security and supply chain resilience. By late August 2026, this reform expanded into a broader unified strategy through three new Special Spatial Frameworks targeting industry, supply chains, renewable energy sources, and tourism. Environment and Energy Minister Stavros Papastavrou stated the reform provides “legal certainty for investors” while strengthening environmental protections. The implementation has triggered a diplomatic dispute; following claims by the Turkish Ministry of Foreign Affairs regarding the legal implications of the framework in the Aegean, the Greek Ministry of Foreign Affairs dismissed these assertions as “unfounded” and “unacceptable,” maintaining that Greek sovereignty in the region is based on established international treaties.
