The Greek Independent Authority for Public Revenue (AADE) is expanding its regulatory and enforcement capabilities through digital traceability and international cooperation. To combat the misleading practice of ‘hellenization’—labeling products as Greek when they use imported raw materials—the AADE is implementing an electronic traceability system for milk and meat. This initiative utilizes electronic dispatch notes, the ‘Artemis 2’ system, and barcodes to allow authorities to cross-reference raw material inputs with final product volumes. Additionally, the AADE is automating tax liability assessments for taxpayers failing to submit required declarations. declarations by utilizing data from banks, employers, and utility companies. Regarding digital administration, the AADE has clarified requirements for mandatory electronic invoicing. Businesses with gross revenues up to 1 million euros, based on 2023 data, may utilize a transition period until December 31, 2026, to adapt to the new electronic regime. On the international front, the AADE has signed a Memorandum of Understanding with United Kingdom authorities, including HM Revenue and Customs, the Home Office, and the National Crime Agency. This partnership aims to combat smuggling, fraud, and cross-border economic crime through coordinated actions, the exchange of risk indicators, and the use of analytical data to identify suspicious cargo. The agreement also supports customs modernization, including a planned container-targeting hub at the Port of Piraeus developed in conjunction with UK agencies.
