In mid‑July 2026 Greece set a May 31 deadline for farmers to prove possession of all parcels—owned or rented—intended for inclusion in the 2023‑2027 Operational Programme for the Development of the Agricultural Sector (OSDE). The rule applies to land used for agriculture throughout the year, excludes non‑eligible Natura 2000 zones, and leaves open how parcels smaller than 20 stremmata without an Asset Identification Number will be treated. The Independent Public Revenue Authority (AADE) postponed the start of the Property Ownership and Management Registry (MIDΑ) (MIDA) to a date within the August‑October 2026 quarter, shifting the original July target. The first operational phase will focus on agricultural properties and will integrate data from the E9 tax inventory, the OSDE system and the Land Registry, using geospatial information and satellite monitoring to detect fraud and illegal subsidy payments. On 1 August AADE activated this pilot phase. MIDA links the tax portal E9 with the Land Registry and OSDE, allowing owners to review and correct records on surface area, location and use. The platform will identify inaccurate declarations, undeclared rental income, ENFIA tax errors and illegal subsidy claims. October agricultural subsidy payments will be based on the verified MIDA data, after which the registry will expand to cover all real‑estate assets, creating a unified digital folder for each property. By late August, implementation of MIDA has drawn criticism from citizens and observers. Concerns have been raised regarding the necessity of the registry, as much of the required data is already available through E9 tax declarations, the Hellenic Cadastre, and electronic building identities. Critics also highlight the administrative burden and costs imposed on owners, who must compile extensive documentation, including topographic maps and building permits, to verify property surfaces and rights.
