The Greek government continues to manage administrative processes for the Common Agricultural Policy (CAP) across multiple cycles. For the 2025 cycle, the Independent Authority for Public Revenue (AADE) maintains a correction window until September 7, 2026, for updating IBAN details and application data. Regarding the 2026 cycle, new conditionality rules link payments to environmental and animal welfare standards, with specific exemptions for small holdings under 10 hectares. Administrative challenges have intensified regarding the 2026 Single Application for Support (EAE/OSDE). While MP Lefteris Avgenakis previously raised concerns regarding discrepancies between declared plots and Land Registry data, the process remains hindered by technical malfunctions, land registry gaps, and forest map complications. As of late September 2026, only approximately 25,000 declarations have been finalized out of an estimated 600,000 potential beneficiaries. Due to these low submission rates, officials are considering a three-phase payment plan as the traditional October advance payment deadline may be missed. To mitigate rising production costs, the government has expanded financial aid. In the first half of 2026, agricultural subsidies totaling 1.126 billion euros were distributed. The AADE has completed a payment of 14.6 million euros to 34,200 beneficiaries to offset fertilizer costs, bringing total cumulative fertilizer support to 34 million euros for 68,000 beneficiaries. Additionally, de minimis aid payments of approximately 4 million euros are scheduled for distribution by September 30. On September 29, 2026, Minister of Rural Development and Food Margaritis Schoinas activated a 50 million euro state aid program to assist producers affected by spring frosts in March and April 2025. This program targets crops in the pre-flowering stage not covered by standard ELGA insurance, provided producers demonstrate losses exceeding 30%. Implementation will be managed by ELGA with AADE audits. The Joint Ministerial Decision (KYA) awaits signatures from the Deputy Minister of National Economy and Finance, Athanasios Petralias, and the Governor of the AADE.
