Greek agricultural tax reform

Overview

The Greek government has introduced several legislative measures aimed at reforming the tax treatment of the agricultural sector.

Initial proposals from the Ministry of National Economy and Finance focused on the Independent Authority for Public Revenue (AADE) implementing an automatic transition for farmers from a special VAT regime to a standard VAT regime. This mechanism would trigger if a farmer no longer meets specific requirements and fails to submit a timely declaration, with the transition taking effect on January 1st of the following year.

Subsequent measures introduced to encourage agricultural investment include shortening the depreciation period for eligible machinery from ten years to six years, effective in 2027. This change is designed to allow farmers to recognize higher purchase costs as tax expenses earlier, thereby reducing immediate tax burdens. Furthermore, the legislation proposes a 0% tax rate on income up to €20,000 for primary farmers, beginning with the 2026 tax year.
