Greece is working to establish itself as a regional digital hub for Southeast Europe and the Eastern Mediterranean through large-scale data center infrastructure investments. A central component of this strategy is a partnership between Public Power Corporation (PPC/DEI) and Amazon Web Services (AWS) to develop a facility in Agios Dimitrios, Kozani. Initial reports indicate the project involves a 300 MW capacity with the potential to expand to 1 GW, representing an initial investment of 1.2 billion euros. While Attica attracts significant interest, regions like Western Macedonia offer greater energy margins necessary for AI-driven computing. Subsequent developments confirm that PPC S.A. intends to sign a definitive agreement with Amazon by March 2027. The project will repurpose the former Agios Dimitrios lignite power plant, requiring the decommissioning of retired infrastructure such as cooling towers. The facility is expected to be operational by the end of 2028. The collaboration has already drawn interest from three additional hyperscalers, leveraging Greece’s land availability and energy transition efforts. As of October 2026, PPC Group and AWS have entered into an agreement to develop the facility. Under a 15-year lease, PPC will provide land, buildings, and energy infrastructure, while AWS will install and operate the IT equipment. This project is part of a broader investment program in Western Macedonia estimated to exceed 10 billion euros, which includes approximately 5.75 billion euros for energy and related infrastructure, such as renewable energy sources and energy storage. The initiative aims to transition the region from a lignite-based economy to a modern hub for energy, digital infrastructure, and artificial intelligence.
