In Greece, the e-commerce sector is facing challenges regarding payment methods and consumer security. The Greek E-Commerce Association (GRECA) has voiced opposition to a proposed regulation that would ban cash payments for courier deliveries. GRECA argues this could create “unequal treatment between physical and electronic commerce,” noting that physical stores currently allow cash for transactions under 500 euros. Parallel to these regulatory discussions, a new fraudulent scheme has emerged targeting consumers using the cash on delivery (COD) method. Scammers are reportedly sending fake packages that appear legitimate to collect payments for incorrect items. In one identified case, a recipient paid for a package that contained an incorrect item, even though the delivery person and tracking information appeared authentic. Investigations are currently looking into how scammers obtain personal data from online shoppers to facilitate these shipments. Regarding the regulatory landscape, the Greek Ministry of National Economy and Finance has proposed draft legislation to mandate electronic payments for all courier deliveries to boost digital transactions. The proposal includes penalties where courier companies accepting cash could face fines amounting to “double the value of the transaction.” However, following significant opposition from industry representatives and the Athens Chamber of Commerce, the Ministry is currently reviewing the measure. Due to concerns regarding unfair competition and the resulting uncertainty for merchants, officials are considering whether the regulation will be withdrawn or significantly modified before it reaches Parliament.
