The Greek government has initiated a major restructuring of its armed forces as part of the ‘Agenda 2030’ modernization plan. Defense Minister Nikos Dendias has outlined a strategy to consolidate military infrastructure, which involves the merger or abolition of numerous military units and the closure of approximately 187 barracks. This reorganization aims to optimize material resources and address personnel shortages by increasing occupancy rates in critical facilities. The plan is expected to generate annual savings of roughly 100 million euros, which the government intends to redistribute toward personnel salaries, housing, and armament programs. A core component of the reform is the transition to a multi-domain operational model, emphasizing the integration of unmanned and autonomous systems, enhanced cyber defense, and the development of national space capabilities. In conjunction with these domestic reforms, Greece has expanded its strategic defense cooperation by signing a 3 billion euro agreement with Israel under the ‘Achilles Shield’ project. This deal focuses on procuring advanced air defense systems, including David’s Sling, SPYDER, and Barak MX systems, alongside air surveillance radars. In the third and final phase of the ‘New Force Structure’ under the ‘Agenda 2030’ program, the restructuring will involve the merger or abolition of 56 military units and 126 structures or camps. This consolidation aims to move staff from under-strength units to frontline and border regions, such as Evros. The restructuring is projected to save 530 million euros over five years. Key technological developments include the creation of a Cyber Command, a Computer School, and specialized drone units, including a drone brigade in Litochoro. For Navy personnel, a limit of 200 days at sea per year has been proposed, with double compensation for deployments exceeding this limit.
