Following the Greek Council of State (StE) ruling that rejected the judicial reinstatement of 13th and 14th month salaries for public sector employees, the government has begun considering continued to evaluate fiscal reforms to address compensation and tax systems. Officials are currently evaluating considering two scenarios for the gradual restoration of the 13th salary for public employees. One proposal suggests employees: a three-year phased return to be completed by 2030, while another involves or an initial payment of between 400 and 500 euros starting in 2027. For retirees, the government is looking into expanding and potentially increasing the annual 300-euro bonus scheduled for November, subject to specific income and asset criteria. In addition response to compensation changes, these developments, the Communist Party of Greece (KKE) has submitted an amendment to the Greek Parliament seeking the full reinstatement of 13th and 14th month salaries and pensions. The KKE argues that these bonuses were abolished during the memorandum period under claims of fiscal resilience and criticizes recent Council of State and EU decisions. Concurrently, the ADEDY labor union has criticized the DAKE faction, alleging leadership has failed to effectively advocate for the reinstatement of these salaries or sufficiently challenge government is planning reforms fiscal arguments. Regarding taxation, the government plans to reform the presumptive taxation system for self-employed professionals. This proposed model includes a ‘consistency bonus’ for taxpayers who strictly adhere to insurance and tax obligations. By leveraging digital records, myDATA, and POS transaction data, the reform aims to reduce the tax burden for compliant individuals while utilizing the system to combat tax evasion. These measures are evasion, with implementation potentially slated for implementation starting in 2027.
