Greece is advancing legislative reforms targeting real estate, debt management, and urban housing. Significant regulatory changes regarding auctions and primary residence protection are set to take effect in late 2026. Starting September 1, 2026, a new digital platform managed by the Federation of Judicial Bailiffs of Greece facilitates the seizure of bank accounts, replacing manual service with electronic declarations and Unique Declaration Codes (MKD). New Cadastre procedures are also being implemented to address property ownership claims and technical corrections. As of September 16, 2026, individuals claiming ownership through acquisitive prescription for properties listed under ‘unknown owner’ status must undergo a mandatory mediation process involving a certified legal mediator. Furthermore, starting September 18, a digital process via ‘metavoles’ will allow for the correction of property boundaries and geometric data. Notably, these reforms allow owners to correct property square footage discrepancies without facing retroactive ENFIA charges, fines, or interest. On September 21, 2026, the Extrajudicial Debt Settlement Mechanism implemented a new framework to protect debtors' primary residences. This regulation allows individuals to decouple their main home from other real estate assets during restructuring. By consenting to the voluntary liquidation of secondary properties, such as holiday homes or land, debtors can achieve greater debt write-offs and lower monthly installments, as settlement calculations are based solely on the value of the primary residence and the debtor's income. Once a settlement is signed, creditors are prohibited from conducting auctions or forced executions on the primary residence. Key updates include lowering the participation debt threshold from €10,000 to €5,000 and reducing the re-application waiting period from 12 to six months. Kyriakos Pierrakakis stated in Parliament that the mechanism is being transformed into a tool for protecting the primary home. Efforts to implement the Property Ownership and Management Registry (MIDA) are facing delays due to technical discrepancies between public databases.
