Greece is facing a significant social security debt crisis, with liabilities to e-EFKA and KEAO reaching a record 52.42 billion euros as of the second quarter of 2026. This total includes 30.3 billion euros in principal debt and 22.11 billion euros in accumulated fees and penalties. The debt is characterized by a divide between small-scale debtors and large entities, with approximately 1.79 million debtors—mostly individuals and small businesses—owing up to 30,000 euros. In response, Greece is implementing debt restructuring mechanisms. However, recent data indicates significant challenges with these programs. Participation in the EFKA pension settlement scheme—which allows for retirement alongside debt repayment—remains low, with only 3.76% of eligible debtors utilizing the scheme. Out of 328,701 registered debtors, only 12,377 applications have been submitted. Structural barriers contribute to this low uptake, including the requirement for debtors to waive bank secrecy and the heavy financial strain of a 60% monthly pension withholding until specific debt thresholds are met. Furthermore, statistics from the Center for the Collection of Social Security Contributions (KEAO) reveal that lost debt settlements have exceeded 24 billion euros due to debtors failing to meet obligations. Regarding the current 72-installment plan, uptake is limited by the exclusion of debts established after January 1, 2024, and the necessity of maintaining permanent settlements. While professional organizations are calling for a 120-installment option to alleviate pressure from high energy costs, KEAO is increasing enforcement, including warnings regarding the potential seizure of bank accounts and real estate. By late September 2026, KEAO managed debts rose to 52.43 billion euros, reflecting a quarterly increase of 639 million euros. The composition of the debt remains heavily weighted toward non-principal amounts, with fees and interest accounting for more than four out of every ten euros owed.
