Greece continues to navigate a complex fiscal landscape, balancing high quality-of-life perceptions with scrutiny over its taxation policies. While the country has faced criticism regarding the Pensioners’ Solidarity Contribution (EAS) and the lack of tax bracket indexation—which critics argue creates a “double taxation effect” and reduces real disposable income—it remains a highly regarded location for retirees. In the 2026 Global Citizen Solutions index, Greece was ranked among the top ten global retirement destinations, recognized for its mobility opportunities and quality of life. This ranking comes as Europe maintains a strong presence in the top ten, despite regional pressures from high taxation. On the competitiveness front, Greece maintained its 23rd position out of 38 nations in the 2026 OECD International Tax Competitiveness Index. While its total score saw a marginal increase from 65.7 to 65.9, the report by the Tax Foundation and the Centre for Liberal Studies (KEFiM) highlights a dichotomy in its tax structure. Greece ranks 5th in the OECD for individual income taxation and maintains a corporate tax rate of 22%, which is below the OECD average. However, the country faces challenges in other areas, ranking 29th in consumption taxation—with a standard VAT rate of 24% and a tax base covering only 44% of final consumption—and 30th in property taxation. Further identified needs for improvement include property transaction taxes and rules for offsetting business losses. Recent data from ELSTAT indicates a significant reduction in public debt, which fell to 140.8% of GDP in the second quarter of 2026, representing a decrease of approximately 10 billion euros compared to the same period in 2025. During this period, the country also recorded a primary surplus of 5.228 billion euros.
