In October 2026, Stavroula Agriou, the Director of Urban Planning for the Municipality of Kalamata, received an anonymous letter containing death threats and verbal abuse. The sender linked the threats to the management of building permit applications in the Western Mani region, specifically demanding changes to construction case handling within an 800-meter zone. The threats also targeted the Mayor and a Minister, with a deadline of October 31. Kalamata Mayor Thanasis Vasilopoulos condemned the intimidation, and the Kalamata Security Sub-directorate initiated an investigation. In November 2026, a major anti-corruption operation in Katerini led to the arrest of 11 individuals, including four public officials and seven private engineers. The Hellenic Police Internal Affairs Service is investigating an alleged criminal ring involved in illegal activities related to building permits and the legalization of unauthorized constructions. Investigators identified over 150 cases of suspected illegal activity involving a system of illegal payments known as “grigorosimo” (fast track). Bribes allegedly ranged from 150 to 400 euros to expedite administrative processes, while fees for legalizing unauthorized buildings reportedly reached between 5,000 and 7,000 euros. During raids, police seized 264,440 euros in cash, along with gold sovereigns, jewelry, and securities valued at 420,000 euros. The suspects face charges including bribery, conspiracy, forgery, and money laundering. The Municipality of Katerini stated it is cooperating fully with the investigation. Leaked dialogues from the investigation suggest the group functioned as a mechanism to serve private interests. Private engineers involved in the discussions reportedly described the department as an “organized gang,” alleging that officials would sometimes delay processes to ensure they did not miss opportunities for potential bribes. In one specific instance, a director and an employee reportedly received 5,000 euros to expedite a permit for an unauthorized building constructed after 2011.
