Carlos Slim and Grupo Carso have announced a 4 billion peso investment project to revitalize areas within the Historic Center of Puebla, Mexico. The development is planned for the Paseo de San Francisco, Analco, Barrio de la Luz, and Bulevar 5 de Mayo. The project encompasses approximately 45,000 square meters and includes the construction of roughly 700 residential units across four- and five-story buildings, commercial spaces, and an underground parking garage. Additional proposals include the modernization of a commercial complex and an old textile factory, with the potential construction of an aquarium. The initiative aims to generate 1,500 permanent and 2,500 indirect jobs to stimulate the local economy and tourism. Because the project is located within a UNESCO World Heritage site, it requires authorization from the National Institute of Anthropology and History (INAH). While local authorities have expressed support for the economic stimulus, concerns have been raised regarding the need for strict supervision to prevent gentrification and ensure the preservation of the city’s historical and architectural heritage. Recently, Puebla Governor Alejandro Armenta Mier has withheld his position regarding the development, stating he lacks sufficient information to support or oppose the project. He is awaiting formal evaluations from both INAH and UNESCO. Additionally, Pável Gaspar Ramírez, president of the Government and Political Coordination Board of the Puebla State Congress, has called for a comprehensive analysis of the project's social impact. He emphasized President Claudia Sheinbaum has now intervened, demanding that housing is a human right and warned against developments causing the displacement of families who have lived in the area for generations, urging project strictly adhere to all legal frameworks, including environmental, urban development, and heritage protection regulations. She emphasized that the project prioritize National Institute of Anthropology and History (INAH) and the dignity National Institute of residents Fine Arts and local identity. Literature (INBAL) must oversee the preservation of architectural monuments.
