The Electoral Institute of the State of Guanajuato (IEEG) initially decided to reserve mayoral candidacies exclusively for women in 13 municipalities for the 2027 elections. The IEEG stated this affirmative action was necessary to address inequality, noting that previous parity measures had not resulted in a proportional number of elected female mayors. This decision faced challenges from political parties, including Morena and Movimiento Ciudadano, who argued the measure was based on flawed premises and ignored structural barriers like unequal campaign financing. Subsequently, the State Electoral Tribunal of Guanajuato (TEEG) unanimously invalidated the mandate. The court ruled that the IEEG exceeded its authority by imposing these obligations on political parties and independent candidates. While the TEEG acknowledged that increasing female participation is a valid goal, it found that the Institute failed to provide sufficient evidence that existing parity rules were inadequate, noting that women had already governed 28 of the state’s 46 municipalities in recent processes. The court also determined the measure infringed upon the self-determination of political parties and undermined legal certainty. Following the tribunal's ruling, Governor Libia Dennise García Muñoz Ledo defended the affirmative actions, arguing they are necessary to ensure female participation in municipalities where women have historically struggled to lead. She indicated that the state may appeal the decision to the Monterrey Regional Chamber.
